I was messing around with the console to try and fix a bugged quest (quest person ended up stuck inside a building. No not inside the instance, inside the object on the overworld.). I'm not sure this is related but I've noticed my character isn't leveling up. I level up my major skills but the progress bar doesn't move any towards the next level. My first thought was that maybe I screwed something up.

I don't know exactly how it fixed, but after returning to the game (saving and reloading), it seemed to fix the problem. I started playing and every major level increase moved the bar up a little.
